Canada places special emphasis on protecting human rights. Human rights are “rights we have simply because we exist as human beings – they are not granted by any state. These universal rights are inherent to us all, regardless of nationality, sex, national or ethnic origin, color, religion, language, or any other status”.1
Discriminating against persons on grounds of a protected characteristic is prohibited. Employers, service providers and government employees are not allowed to give varying treatment to individuals based on their protected characteristics. For example, a government employee is not permitted to deny a person an application to open up a business because they are a woman, or hail from Asian or African decent. This, however, does not mean that a person cannot be denied approval for other reasons not related to their protected characteristic.
